Summary: Coordinates the establishment, development, implementation and control of best practices for IS project management throughout the organization. This includes defining and documenting guidelines, templates, processes, policies and procedures for project management lifecycles in order to deliver projects with repeatable success according to plan and within budget. Creates formal methodologies for defining project key performance metrics, allocating resources and conducting quality reviews.
Responsibilities:
Defines scope, goals, and deliverables of IT projects to support business goals in alignment with department standards
Collaborates to define project success criteria and disseminates them to involved parties throughout project lifecycle. Effectively communicates and manages project expectations with project managers, owners, sponsors, team members, and other stakeholders in a clear and concise fashion
Establishes project timelines and milestones/deliverables using the appropriate tools
Determines frequency and content of status reports from project managers, analyze results, and troubleshoot problem areas/mitigate project risks
Manages project teams' time and allocates resources to ensure deliverables are completed.
Negotiates with department managers for the acquisition of required personnel from within the company as required
Assesses and approves/disapproves need for additional staff or consultants and initiates appropriate recruitments if necessary during project's lifecycle
Directs and manages development of all IT projects within the PMO portfolio from beginning to end
Develops best practices, techniques, and tools for project planning, execution, project management, ongoing milestone/deliverable tracking, communication, and key performance metrics
Tracks and monitors all project milestones and deliverables. Identifies and manages project dependencies and critical path. Communicates project management standards and techniques to the appropriate training staff
Reviews budget proposals, and recommends subsequent budget changes where necessary
Accepts and assesses status reports, change requests, and requirements documentation to ensure smooth project progression. Conducts project post mortems and creates a recommendations report in order to identify successful and unsuccessful project elements
Coaches, mentors, and motivates new project team leads, team members, and contractors, and influences them to take positive action and accountability for their assigned work. Identifies and resolves issues and conflicts within and between various project teams
Requirements:
Bachelor's degree in Computer Science, Engineering, Information Systems, or Business Administration
Master's degree in Project Management preferred
PMO or PMI certification preferred
5 or more years of applicable business experience with the majority being project management experience
Direct experience in software implementation and supervision
Strong understanding of Microsoft Project and Visio and of financial and budgeting software and systems
Demonstrated leadership qualities, the ability to manage a project to ensure a successful project lifecycle
Ability to communicate effectively with project stakeholders and executive leadership of departments
Ability to prioritize and organize work effectively with project teams
Experience in contract management and in management of 3rd party consulting resources of projects of $5MM or more.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
