FINANCIAL ACCOUNTS TECHNICIAN

This position is located in the Support Services Division of the Pittsburgh Regional Office. The incumbent in this position performs a variety of financial services as well as other Support Service functions. The incumbent processes a variety of Fiscal Operations Transactions; including Vocational Rehabilitation & Education WNRS payments, performs tracer action on reported unreceived benefit payments; issues replacement benefit checks based on Limited Payability Law cancellations; processes various one-time payment transactions using the BDN or FAS systems; processes change of address request and direct deposit requests and is also the station Agent Cashier. The incumbent is also the payroll technician/Customer Service Representative utilizing both the HR Smart and the DCPS systems to effect payroll activity. The employee is the main contact for employee inquiries and is also the technician responsible for station updates in the VA Time and Attendance (VATAS) system and for timekeeper training and inquiries. The incumbent also performs various Regional Office Support Service functions, such as acting as the GSA Liaision and the Fleet Management Liaison. In addition, the incumbent will be responsible for general division administrative functions such as distribution of mail, files maintenance, visitor reception, and division supplies replenishment. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Experience:
Applicants must have one year of specialized experience equivalent to the next lower grade that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is experience performing technical assignments for at least one year that included payroll, accounting, and/or financial services functions in an office setting. Applicants may substitute four (4) years of education above high school, in an accredited college or university. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL REQUIREMENTS:
This position is primarily sedentary with some walking, standing, bending, and carrying or lightweight items (eg. folders, claims files, etc.) This position has a position-sensitivity level of Public Trust-Low Risk. Selections made under this announcement are conditioned upon favorable adjudication of a National Agency Check with written Inquiries (NACI) per VA Handbook 0710. An investigation will be conducted after the effective date of the selection. An individual currently holding the appropriate clearance does not require additional investigation. An individual receiving unfavorable adjudication is ineligible to remain in this position. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
