This recruitment is for one position with the VHA Regional Procurement Office East, located at 323 North Shore Drive, Suite 500, Pittsburgh, PA 15212. Relocation incentive may be authorized for highly qualified candidate. Supervisory Procurement Analyst/ PD# 24006-0 The Supervisory Procurement Analyst will supervise a group of employees performing work at GS-13 level. The duties include, supervising and distributing workload and ensuring work assignments of employees in the teams are carried out. Performing administrative and personnel management functions relative to staff supervised. Overseeing the program, which conducts required contracts reviews of solicitations for complex procurements in the contracting activity for pre-solicitation, pre-negotiation and pre-award packages. Approving the development, coordination and participation in the internal acquisition performance review program. Conducting required contract reviews as required by procurement regulations. Training subordinates in methods and techniques of performing contract actions and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. Maintains all performance monitors/measures relating to acquisition and provides reports to the Deputy Director. Applicants must also meet time-in-grade requirements. For a GS-14 position, you must have served 52 weeks at the GS-13 level. Basic Requirements for GS-14:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. -and- 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management Specialized Experience (GS-14):
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would include but are not limited to:
Managing and mentoring subordinates in the areas of training, time and attendance, performance and directing work; developing reviews and guiding and overseeing subordinates in source selection and evaluation. Performing contract reviews and providing guidance regarding complex contracts administered by Contract Specialists, identifying training needs and conducting mentoring and contract training. Advertising all applicable requirements and preparing the solicitation document using agency contract writing systems for issuance, insuring regulatory and legal sufficiency, and promoting maximum competition. Conducting public bid openings, reviewing bids and determining responsiveness and responsibility of low bidder in accordance with applicable regulatory requirements when using sealed bidding. Providing guidance in negotiation strategy and tactic development, negotiating contracts, performing comprehensive price and cost analysis and resolving contract disputes. There is no educational substitution for the GS-14 level. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
