Emergency Management Specialist
Program Development and management 50% Develop, implement, evaluate and improving the VA Pittsburgh Medical Center Comprehensive Emergency Management Plan to ensure it meets NDMS and VHA CEMP requirements. Evaluate HVAs to ensure preparedness and continuity of coverage. Developing an annual NIMS ICS training plan for emergency operations. Establish and regularly test VAPHS emergency operating plans and procedures. Enter data from assessment exercises and events with the use of automated systems. Develop and maintain a Federal Coordination Center (FCC) operations plan. Ensure integration of operation plans with other Federal, State and local stakeholders. Manage and report upon Emergency Management Performance Improvement funds. Serve as fund control point official for emergency operational funds. Planning and Response Coordination 50% Coordinate VAPHS CEMP and FCC activities with state, regional, local and private emergency planning counsels (LEPC). Coordinate VAPHS participation and resources in support of VHA, VISN, AEM, state, regional, local and private coalition training, exercises as well as real-world emergency operation responses. Serve as NIMS ICS during incidents which affect or involve VAPHS, VISN 04, national, state, regional, and/or local public emergencies. Act as Alternate Disaster Emergency Medical Personnel Systems (DEMPS) Coordinator. Provide support to leadership related to VAPHS Emergency Management, serve as subject matter for the Emergency Management Committee and for working groups designated by VAPHS ELT. Serve as Live Process Emergency Management System Administrator. Plan, schedule, conduct and evaluate emergency drills and exercises. Work Schedule:

Work is normally performed in an office environment but may during emergency response coordination be performed in a wide range of environments and involves exposure to potentially hazardous conditions such as asbestos, chemicals, extreme temperatures and damaged or defective buildings and structures. Work activity may involve prolonged periods of sitting, standing, climbing, work in cramped spaces, walking and bending. Incumbent occasionally lifts and moves moderately heavy objects.
