Program Analyst

Duties:
The incumbent is responsible for collaborating with VACO, VISN and facility staff and serves as a subject matter expert for service-line operations within VISN 4. The incumbent will be responsible for management support and program oversight, to include administrative and analytical components. Incumbent must be detail oriented, able to follow procedures precisely in completing daily tasks, capable of working autonomously and self-motivated to develop efficiencies within current processes. Position requires the ability to quickly respond to problems and issues that necessitate immediate resolution, prioritize work appropriately, and adapt to changes in specific work assignments. Strong communication, technical, analytical and organizational skills will be necessary to perform the duties associated with this position. Assignments delegated to the incumbent will be a combination of routine tasks and ad hoc projects to support VISN operations and initiatives. The incumbent is also expected to make recommendations regarding process improvement to the Deputy Network Director. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Access data from numerous sources which include database systems, sharePoint sites, and statistical reports; compile and format data into reports; present findings and make recommendations that improve data and outcomes; program review and evaluation; collect and analyze data to produce reports; secretarial or administrative support of office operations and programs; meeting deadlines and rapidly shifting priorities; managing calendars and schedules; responding to requests for information; proofreading reports, letters, etc. for grammatical content; OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D or equivalent degree OR three (3) full years of progressively higher level graduate education leading to such a degree OR a LL.M.; OR, Combination:
Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualifications. You will be rated on the following Competencies for this position:

Work is sedentary. Typically, the employee sits comfortably to do the work. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
