Administrative Officer

Duties and responsibilities are but not limited to the following:
Responsible for human resources administration and provides advice and assistance to managers and staff concerning Federal and VA/VHA/VAPHS personnel processes and procedures. Assist managers with writing position descriptions, developing job analyses, preparing performance appraisals and competencies, developing KSAs (Knowledge, Skills & Abilities) and drafting disciplinary and adverse action memos. Provide orientation and training to new service line staff. Ensure all employees have mandatory training and maintains documentation and follow up to ensure compliance. Ensure the requests for personnel actions and justifications are properly prepared and do not conflict with published regulations or policies. Coordinate performance appraisal rating activities, professional practice evaluations and scopes, physician performance pay and compensation panels, assuring compliance with labor contracts and VA regulations. Track and submits yearly appraisals, including performance plans, competencies and awards for CCSL staff. Assure collection and aggregation of data related to competencies for annual reports. Monitor reports associated with physician performance pay and ongoing performance evaluations and coordinates reports/findings with fiscal, the Chief of Staff Office, Human Resources, and others key stakeholders. Discuss, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts. Represent management at labor management meetings, provides information and resolves conflicts and/or problems that may arise. Prepare reports, briefings, recommendations for action and other communications on service line activities. Works with the Business Manager and DCOS to ensure communications are expedited. Responsible for maintaining a program that evaluates patient or patient representatives; complaints, issues and concerns effectively and in a timely manner. Provide administrative advice and support to achieve optimum operation involving internal coordination which crosses lines of authority within the Service Line, helping to ensure that all programs and clinical services are synchronized and working toward the broad scope mission of the Service line and Medical Center. Assist in coordinating all Fund Control Point activities for the Service Line, and assists in proactively communicates changes in workload which may impact the budget. Assist in developing data management procedures and systems that produce accurate reporting of workload and resource utilization and generate reports for analyzation. Perform studies involving the analysis of manpower, space utilization, equipment, contract services, budgetary/fiscal operations, special projects, educational programs, and medical/legal matters. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 09 position you must have served 52 weeks at the GS 07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Coordinating and monitoring the functions of administration services within an office; managing budgetary activities; assisting with human resources functions to include, recruitment, position classification, performance, training etc.; preparing letters, reports and presentations; maintain and improve systems of delivering health care by developing programs and policies; presenting results of program analysis, composing and presenting new procedures . OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's Degree, two (2) full years of progressively higher graduate level education at an accredited college or university leading to such a degree, OR an LL.B or J.D. if related or Ph.D. or equivalent Doctoral Degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts required. OR, Combination:
Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-9 grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the GS-9 grade level; then determining the applicant's education as a percentage of the education required for the GS-9 grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for the GS-9 grade level. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
