Interior Designer

o Designs patient friendly environments which are conducive to healing, aesthetically appealing, safe and code compliant; o Works with management officials, project engineers, contractors, etc. to plan, design, and develop space utilization, technical specifications, budgets; o Researches and prepares technical interior design specifications including fixtures for electrical, physical security, storage, infection control, food service, etc.; o Documents color schemes, finish materials, graphics, signage, etc., on drawings; o Incorporates regulatory guidelines such as The Joint Commission (TJC) standards, fire and safety regulations, Americans with Disabilities Act (ADA) standards, etc. into design plans; o Develops cost estimates, time lines, and relocation needs of patients and staff; o Maintains VAPHS facilities as it relates to interior design through work orders entered by staff; o Serves as Contracting Officer Representative (COR) and ensures contract conformance to design specifications, budgets, and project scheduling; o Works with vendors to coordinate field measuring and furniture delivery, installation; o Approves invoices from vendors, coordinates payment with certifying officials, and manages budgets; o Performs other related duties as assigned. o Participates in planning and coordinating moves with move team, utility shutdowns, phases, and other requirements for construction projects. o Active in executing activations of construction projects of all sizes and scopes with a variety of projects ranging from administrative areas to more complex clinical spaces. o Advises and implements plan on adequacy and adaptability of a cohesive space including furniture layout, general size, fit and code compliance. o Plans and implements a comprehensive Interior Design Program which includes providing complete, from concept to installation, interior design services for the organization to include satellite facilities. o Performs and manages work related to the design of interior environments to promote employee productivity, health, and welfare, and/or the health and welfare of the public. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as:
Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. OR Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a undergraduate or graduate degree Majoring in Interior Design or other field which was supplemented by at least 30 semester hours in Interior Design, Interior Architecture, Interior Environmental Design, OR I have passed the National Council for Interior Design Qualification examination. PLUS one of the following:
Ph.D. (or similar doctorial degree) OR LL.M OR 3 years of progressively higher level graduate education leading to such a degree. OR, Combination:
