Executive Assistant

Performs administrative work in the following areas:
personnel management/labor relations, administration, budgeting/financial management, procurement/contracting, property management and supply. Conducts analytical and strategic studies to forecast the logistical needs of clinical areas in terms of space, supplies, transportation and manpower utilization. These studies are of a highly complex nature and relate to the effective and efficient operation of the medical center. Recommends resource allocation and position and alignment considering budget realities and good management practices, such as span of control, relationships among positions, present and anticipated workload, flow of activities, new techniques, trends and other related matters. Serving as technical advisor, consultant and administrator for the department's clinical and administrative staffing program, the Business Manager is responsible for implementing VA/VHA/VACO/VISN/VAPHS staffing policies and plans. Provides expert staff support for critical HR/Equipment/Space planning and clinical practices. Analyzes the necessary human resources, equipment and space to effectively support the mission of individual organizations. Drives planning efforts in implementing new logistical arrangements aimed at improving services. Incumbent is relied upon to foresee and recommend, in a timely manner, any changes in the structure of a large and complex organization/or network of organizations to accomplish its mission more effectively. Maintains an awareness of advancements in equipment and training for new techniques in the field. Performs work involving development of life cycle or other cost analyses of projects, or performance of cost benefit or economic evaluations of programs; manages a cost-effective program for the VAMC. Advise on fund shortages and provides recommendations regarding funding or program adjustments and to promote cost consciousness and identify areas in which savings are possible. Administers planning process, provides authoritative recommendations. Strives to support the best patient care without exceeding allocated budget. Maintains data related to budget and expenditure estimates. Collaborates with the Executive Nurse in identifying budget needs and negotiates with management to arrive at appropriate funding levels that make the most effective use of resources. As well as, budget forecasting, planning and allocation of resources, and accounting and financial reporting. This includes formulating and presenting the Service Line's budget submissions. Manages data related to budget and expenditure estimates, productivity and capacity. Strives to ensure clinical practices for the best patient care without exceeding allocated budget. Provides necessary data management controls to provide workload statistics. Advise on fund shortages and provides recommendations regarding funding or program adjustments and to promote cost consciousness and identify areas in which savings are possible. Provides guidance to the Services regarding a wide variety of critical HR and clinical practices. Collaborates with the Service Lines Managers to develop and coordinate the implementation of internal policies and programs relating to equal employment, merit promotion, position management and employee relations and ensures the Service Line managers, team leaders and subordinate supervisors are following appropriate guidance/policies. Incumbent is responsible for constant surveillance, evaluation and planning, to ensure efficient utilization of space based on constantly changing and ever-increasing program demands. The incumbent has the authority to plan for revised space assignments, to investigate and reallocate space to meet the demands. Provides administrative support to the Services regarding a wide variety of Equipment/Space planning and issues. Oversight for all contractual actions and phases of contract work from within the service line, including the initial planning and drafting of the scope of work, determining which type of contract is warranted, definition of requirements, and workload studies and justifications. They serve on technical evaluation panels for the purpose of evaluating proposals in a competitive solicitation process. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Executive Assistant, GS-11 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade 11 level in Federal service to qualify at the grade 12.Examples of specialized experience include:
1) Coordinates and tracks all staff recruitment efforts for services under the Nurse Executive for the Patient Care Services Service Line. 2) Submit appropriate procurement documents for acquisition of equipment for the Patient Care Services Service Line to include increased use of new technology. 3) Provide executive level support, analysis and report preparation for the Nurse Executive as well as Patient Care Services Service Line Leadership. 4) Oversight for all contractual actions and phases of contract work within the Service Line. 5) Use broad knowledge of hospital administration, planning concepts, safety regulations, environment of care knowledge and VA rules and regulations to complete tasks.
